Effective March 24, 2006. All building and zoning for the City of Sylvester will be administered by Sandy Almand. Sandy may be reached at 229-776-8505 or at 101 N. Main Street, Sylvester, GA 31791. Hours are 8am - 12pm, Monday - Friday.

To begin your new utility service in Sylvester you must do the following procedures:
1. Have picture ID (driver's License).
2. Social Security card.
3. Rent Receipt.
4. Service Charge for:
Lights - $50.00
Water - $10.00
Gas - $20.00
The Service is Non-refundable.
5. Deposit for services:
Lights - $50.00
Water - $50.00
Gas - $50.00
The Deposit is applied to final bill or transfered to a new location if your going to have services with the city.
6. To have services turned on you need to
come into city hall before 1:30 p.m.
7. Work orders are done Mon - Fri between
3:30 & 5:00.
8. Transfering of service from one address to another is $20.00.
9. Reconnection fee for delinquent bill is $60.00. Bill must be paid with cash before 4:30pm for reconnection.

The Worth County comprehensive plan determines how and where Worth County and its cities (Poulan, Sumner, Sylvester and Warwick) grow. Last updated in 1997, the Worth County Comprehensive contains the vision for how the community should develop in the future. It helps guide where shopping malls and apartments can be built, when roads should be improved, and even whether there should be a new walking trail or park near your neighborhood. The Comprehensive Plan contains three critical components:

• Community Participation Program; and
• Community Agenda.

PUBLIC NOTICE
The City of Sylvester is seeking a candidate for Fire Chief. Applicant must be at least 21 years of age. Ten years of experience is required. Bachelor’s degree or equivalent is preferred. Education and experience must be fully documented.
Must have excellent leadership and management skills with at least five years in a supervisory position. Certification as Fire Officer I is required with Fire Officer II certification preferred.
Must hold valid Georgia drivers license.

EQUIPMENT OPERATOR III
The City of Sylvester is accepting applications and resumes for Equipment Operator III. This position is responsible for performing repair and maintenance work on city streets, rights of way, cemeteries, parks and drainage channels.
MAJOR DUTIES
Operates one or more of the following: mower, excavator, street sweeper, bulldozer, backhoe, tractor, dump truck, and other necessary equipment.
Inspects equipment working order; makes minor repairs and adjustments.
Ensures work orders are completed; inspects work of subordinates for accuracy and completeness.
Informs Street Supervisor of personnel or operational issues.
Performs other related duties as assigned.
KNOWLEDGE & SKILLS REQUIRED
Knowledge of city policies, procedures, and safety regulations.
Knowledge of the occupational hazards and safety regulations associated with heavy equipment operation.
Knowledge of city geography and street system.
Skill in performing maintenance and minor repairs on heavy equipment.
Skill in assessing work orders and determining equipment and supply requirements.
Skill in defensive driving techniques.
Skill in interpersonal relations.
MINIMUM QUALIFICATIONS

Experience sufficient to thoroughly understand the work of subordinate positions and answer questions and resolve problems, usually associated with 1 to 3 years experience.

POLICE CHIEF
The City of Sylvester is accepting applications for the position of Police Chief until filled. Sylvester has a population of 6,000 and is located 20 miles east of Albany and 18 miles west of Tifton.
The Police Chief manages a department of approximately 29 employees with 22 sworn officers. Applicants must be POST certified and completion of Chief’s training including Command College is highly desirable. A minimum of 5 years of progressively responsible police supervisory experience is desired. Also preferred is a demonstrated understanding of, and commitment to community-oriented policing. It is preferred that candidates also have an understanding and experience in financial and human resource management. A bachelor’s degree in Criminal Justice, Public or Business Administration or related field is preferred; however, consideration will be given to those candidates with an equivalent combination of education and experience. Grant writing experience is desirable.

Finalist for the position will include persons with a record of achievement and strong leadership traits and abilities. Position is open until filled.

MAJOR DUTIES
Responds to fires and performs fire suppression activities utilizing firefighting equipment and techniques.

May teach fire prevention and fire safety to local school and civic groups.

WATER DISTRIBUTION SUPERVISOR
The City of Sylvester is accepting applications and resumes for the position of Water Distribution Supervisor. The City of Sylvester is a city of 6,000 citizens with 2,800 utility accounts. It is located 20 miles east of Albany and 18 miles west of Tifton. Sylvester is a progressive city with an ambitious plan for Utility Services.
MAJOR DUTIES
This position is responsible for directing and performing installation, repair, and maintenance of the water distribution system.
Checks wells and oil levels; adds chlorine and fluoride as needed.
Collects water samples for analysis by state laboratory.
Repairs cut or damaged water lines.
Installs and repairs water line taps.
Locates water line leaks.
Locates water lines for crews and other utility companies.
Responds to emergency service calls as required.
KNOWLEDGE & SKILL REQUIRED
Knowledge of methods and practices of installing, maintaining, and repairing water mains and lines.
Knowledge of state and federal guidelines relating to the operation of water distribution system.
Skill in laying pipe.
Skill in the use of such tools as wrenches, pumps, concrete saw, jackhammer, and metal detector.
Skill in the use of such equipment as backhoe, dump truck and trenching machine.
Skill in supervision.

JOURNEYMAN LINEMAN3
The City of Sylvester Water, Gas & Light Department is accepting applications for the position of Journeyman Lineman.
This position is responsible for leading crew in the installation, alteration, maintenance, and repair of power lines, electrical distribution, electrical substation and related electrical equipment. Work is performed outdoors.
The employee will be exposed to dust, varying temperatures, inclement weather, and disagreeable animals.
MAJOR DUTIES
Assigns, monitors, and inspects the work of subordinates to ensure work is in compliance with procedures and to assess efficiency and effectiveness.
Coordinates and participates in installing, constructing, maintaining, altering, and repairing overhead electrical lines, underground cables, and related electrical equipment
Reads and interprets maps, specifications, and staking sheets to accurately place and locate electrical equipment.
Installs, maintains, and repairs switching stations, transformers, and meters.
Connects new services for residential and commercial customers; cuts off services as directed.
Drives and operates bucket trucks, line trucks, and various digging equipment; maintains and stocks trucks.
Performs electrical system maintenance tasks such as changing rotten poles, replacing equipment, and reconducting insulators and conductors.
Ensures department vehicles and equipment are maintained and serviced properly.
Trims or removes trees from electrical system rights-of-way and overhead lines.
Installs and maintains street and security lights.
Assists with installing and maintaining traffic signals and controllers.
Hangs and remove holiday lights and decorations.
Performs other related duties as assigned.
KNOWLEDGE & SKILL REQUIRED
Knowledge of electrical construction, maintenance, and repair practices and procedures.
Knowledge of the safety procedures of the electrical trade.
Skill in the use of such tools and equipment as chain saws, boring rigs, and trenches.
Skill in working with energized high-voltage electrical lines.
Skill in operating a bucket truck, aerial lift, wire string equipment, hydraulic tamper, cable locating equipment, backhoe, and line truck.
Skill in utilizing various electrical meters and testing equipment.
Skill in oral and written communication.
