The City of Sylvester is a Council-Manager administered government, with an elected Mayor and four elected councilpersons. The Mayor and councilmembers are voted on by the citizens of Sylvester.

Harold Proctor, Jr. was born and raised in Sylvester, GA. He was a graduate of the Worth County High School Class of 1979 and continued his education at Fort Valley State College for 2 years, while playing college baseball. He later obtained an Electronics Degree from Moultrie Technical College, then began his industrial career at Proctor and Gamble, where he has been employed for 34 years; with 25 plus years in leadership. He is a member of First African Baptist (FAB) Temple of Hope, where he serves as a Deacon. He has been married to Brenda Hamilton Proctor for 36 years and together they have two sons , Brandon and Corey; and are also proud grandparents of three girls and two boys. Mr. Proctor welcomes the opportunity to share his knowledge, skills and abilities as the new Mayor for the City of Sylvester. He feels Sylvester is a wonderful city and “Together We Can” make it even better.
